It would be a 4 year degree course in UCD, currently in an IT. It is my understanding that everyone is entitled to do a degree and get the fees paid if they are Irish or EU. My question is if someone only does two years of a degree and then changes to another degree course would they have to pay fees for the full 4 years or just 2 of the 4 years.

There have been no tuition fees for Irish citizens for a while now. Registration fees are not the same and are payable unless you are on a grant.
EU citizens have to pay fees in England and Northern Ireland. No fees in scottish universities for Irish Passport holders by the way.
There are fees if you change course or have to repeat a year. Berni is right.
It's my understanding where you pay the full course fee in circumstances as above you don't pay the registration fee
