Are they any guidelines about all cold taps being fed from mains water supply. In our new house only the taps downstairs are fed from mains - with all cold taps upstairs being fed from tank in the attic-somebody told me recently that they thought all taps should now be fed from mains

I thought that you setup was standard? Basically you should only drink the water from mains fed downstairs taps and use the attic tank fed upstairs taps for washing etc. Might be something in the http://www.environ.ie/DOEI/DOEIPol.nsf/wvNavView/wwdConstruction?OpenDocument&Lang=en (DoE building standards regulations) about this?

Kitchen sink = mains water (drinking water)
All bathroom / shower room whb's etc. should be from attic storage tank.

That is correct practice. In fact, connecting bathroom taps to the mains is actually not allowed anymore under the building regs as far as I know (although many plumbers will do it for you if you ask nicely) :)
