Cold water fill has no turn off lever

Hi.
I am awaiting a new washing machine today and have just gone to disconnect the old cold fill hose and i have just noticed unlike the unused hot fill pipe which has a red lever, the cold fill has no turn off lever?
I dont remember turning off the mains cold water supply last time but this is puzzling me.
Is this normal?
Any ideas? Thanks.

You will have to turn off at mains and fit a valve.

It might have a screwdriver slot for turning off.
