Is there a charge to close an account in Bank of ireland?

No - but in the event of closing, you might be billed for:-
Stamp duty on ATM/Laser cards
Transaction charges up to date of closing
Interest up to date of closing

If you have a cheque book, you can get a refund on stamp duty on unused cheques
