claiimning compensation on long delays by Ryanair? help

A friend of mine had a disastrous return trip fom Liverpool yesterday, arrived at airport at 9.30, going to Shannon but did not get to Shannon until 19.15pm!! Not very good customer service at all. What can be claimed back?? He was given a peice of paper but it is quite complex.
