Christmas party- manager what to wear

Brother is manager is a public sector organisation. Christmas party is approaching fast and he doesn't know what to wear. It is an office party night at a local hotel and will include other companies etc. He's mid 30s. Normally wears suit in office, but doesn't want to buy too much extra clothes that he would not wear again! Should he go to Next or elsewhere?

Smart but casual -Next would be fine I'm sure. A nice pair of trousers and a good shirt -not overly colourful and nice pair of shiny shoes.
