Chorus,€2 direct debit charge

I have recently received notification from chorus about a new charge they are introducing. They have advised for customers who have not direct debit setup with them, a €2 charge is applied to your account. This doesn't make sence to me. How can they force people to pay €2 for not setting up a direct debit. Is this legal?? Any opinions on this would be great.

By the way, it's not a new charge, I signed for Chorus 3 years ago, and it was in place then (just advertised as a €2 reduction for paying by DD)! All in the advertising!!
