Checking Veichle history

Hi
A friend of mine bought a 2005 Irish car last week with 20,000 Km from a reputable dealer. It appeared and drove Ok but a continious whining noise started in the engine over the weekend. It appears after a short drive. Can't be heard if engine is started and left idling.
Its sound like a bearing which would suggest > 20,000Km I recall hearing of a service where you can call with the veichle details and they can provide last known history ! Anybody know of this service or contact details ?

There is a website www.cartell.ie but I don't think that would be much help on this occasion. Best to return to the dealer who should check it out. Presumably it's still under warranty or under the dealer's warranty.
