Cheapie Euro bank drafts

Quick question on Euro money transfers based on what I've seen here in Holland from the Postbank. Apparently there exists some form of cheapie money transfer based on shared cost (SHA) but with certain conditions attached:
1. Amount is in Euro
2. Less than (equal to?) E12,500
3. Amount transferred within the European Economic Area (not sure how this differs from Eurozone)
4. You must have the IBAN and BIC of the account you're transferring to.
I've used it a couple of times and the costs involved are typically about E0.30. Considering that the cost of lodging a cheque drawn in the other country can be E30.00 :eek then that's quite a saving.

Now to the question: has anyone come across these thingys in Ireland, or are our Irish banks just too keen on that E30 every time?

Anyone know how to actually do it from Ireland?
Is it a branch-only transaction?
