Any idea what the cheapest way to phone a Belgian mobile would be? I got a mate living over there who I really should phone but I'd like to know the most cost efficient way of doing that.

Any phone shop in the cities are very reasonable. You'd get 20 minutes for abut €3
Phonce cards you purchase in a shop are not as cost effective to my mind for mobiles.
www.13434.ie you can get calls to a Belgium mobile from your landline for 19c per minute (€0.005 [0.5 cent] p/m if you can call a landline over there).
You do need to register with 13434, but its very easy and all done online. The bill is taken directly out of your Credit Card (nothing to do with your existing telephone connection) and you can chose if/when you want to use the system. It's excellent value for most international calls.
[No connection with 13434 other than being a very happy customer. I've been using it for a while now and have frequently suggested it both here on AAM and to family and friends. Yet to hear a single bad word on them and have taken large chunks off my phone bill with frequent calls to the US being half a cent a minute (+ the 5cent connection fee - all costs clearly explained on the site and keeping a very close eye on the billing they've yet to be off by a single cent)]
Not saying that's the cheapest, but an option worth looking at.
If skype was an option I'd suggest going for that, but not always a viable solution.
