Charity Tax Exemption

I am becoming involved with a charity that raises money here in Ireland and distributes it to children's education in Africa.

We are looking at getting a tax exemption but one of the Revenue conditions is " There should be a minimum of three directors /officers/trustees the majority of whom must be resident within the State and the organisation must have a permanent establishment and some operations therein, "

Does this mean we must also operate charitable works here in Ireland to fulfill this Revenue condition. I have tried ringing the special revenue number but the lady there simply refers me to their revenue online site where I started in the first place. In fact suprise suprise she was most unhelpful.

Has anyone got any experience with getting a tax exemption that could help me before I make any submission to Revenue.

Generally, I have found the charity section of the Revenue to be very helpful.

The charity should have some Irish directors and operations but does not need to distribute money or carry out charitable work in Ireland.
 
Essentially they are saying that the charity must have a permanent HQ/address etc. in Ireland.
