Charcoal Filters

Bought a new house that the hob unit was not vented to an external wall. I have been informed by the builder that there is a charcoal filter fitted and therefore i dont need a vent to the external wall. Is this correct? Under Building Regulations is a vent supposed to be fitted?
 
We have a non-vented extractor in our kitchen (Blanco, I think) which uses charcoal filters.

Our house was a new build and there was no requirement in the Regs for the extractor to be vented.

However, we are not too impressed with its performance!
 
I have a charcoal filtered non vented one too which screws in over the hob and am not happy with it as there is a regular build up of grease.

I also cant seem to find the charcoal filters in any of the DIY stores I have been in, does anyone know where to get a new one ?
