Changing Footpath level

We have planning permission to put in a new driveway in our home. We will need to lower the footpath outside to allow for access - is this something we can do or do the Council have to do it (if so any idea of cost). We are in Dublin City.
Also there is an Eircom junction box embedded in the footpath which will have to be moved / lowered. I have contacted Eircom and am awaiting a reply. Does anyone know what this might cost?

Definitely the Coucil's responsibility to dish the kerb, seeing as you have planning, this will be straightfroward. This is covered in a few previous threads, including this one.
