Changing address questions

Hi, my husband and kids and I currently live in Cavan-we have a mortgage here. We are considering moving to Dublin for a trial period. We are trying to sell our house but nothing is happening. We may consider voluntary surrender/bankruptcy in near future.

We plan to rent a house in Dublin and will be helped with money from family for the trial period*. We hope to find work during this time-full time preferably but part time work, work of any kind is our goal.
So we will still own the house in Cavan. Can we transfer social welfare offices to Dublin? If so, how do we do this? What do we need to bring with us?

Regarding medical card-it is due for renewal in Feb 14. We will need to change GP's as will be away for more than 6 months. The change of address will be awkward to explain as we know from previous renewal they wanted to know mortgage payments etc. Do I just put down Dublin rent or stick with Cavan mortgage? I am desperately afraid to mess that up as we really rely on our medical card as we have a number of medical conditions and only for it.

*We are not able to afford mortgage payments and rent in Dublin will be covered by our JSB plus help from family. Before anyone starts-they were helping us out on the house in Cavan too but no work to be had and it cant go on indefinitely.

To transfer your Jobseeker claim, call into the SW office closest to your new address in Dublin. They will contact the office in Cavan and your claim will be transferred. You should bring some ID with you, and proof of your new address would be useful. It won't be a new claim, just a transfer of your existing claim.

You will have to declare both your rent and your property to the medical card section for renewal purposes. Bear in mind that your Cavan property will no longer be considered your principal residence and may be assessed as means (the assessment is based on the capital value less mortgage so there may be no actual means to assess).
