Changes to VRT in July

I would like to know what effect the changes in the VRT in July will have? I am thinking about going to the UK to buy a car in the next couple of months and was wondering would it be better to go before or after the change. The car I am thinking of would be an Audi A4 1.9 diesel, approx VRT at the moment would be 3,500 (car worth around 13,000).

what are the emissions? What VRT rate is applied at the moment?
