cert of compliance

I'm currently buying a house(3 yr old) that doesn't have a cert of compliance because of the septic tank needing upgrading, will the lender let the motgage be drawn down if there is no cert of compliance.
Does every house sold need one of these? or is it just for new builds?
 
You will need this cert of compliance. I have just recently bought a house and it was delayed for three months because the engineer wouldnt sign off the cert due to the septic tank being too near to the well. We had to get a new well drilled which took ages.

In our case we got the sellers to agree to do the work which in all honesty is the right way to go. If they want to sell the house they should have everything up to scratch. You could upgrade the septic tank yourself but theres no guarantee that the cert would be signed off afterwards and you'd be back to square one and down a lot of money.

Bank wont issues the mortgage cheque without this cert.
 
If the septic tank needs upgrading on a 3 year old house, I would be extremely wary of buying it without getting my own engineer to give everything the once over. If there is an engineer's report confirming that the problem is fixable and the cost of doing so, most lenders would probably let you go ahead, but would require the work to be done and would have a retention on the cost of the work until such time as it is done and passed by your engineer.

Far better to get this work done before going ahead. If it is built into the price that you are getting a sub-standard septic tank, far better to agree a higher price on the basis that buyers must pay your chosen contractor to come in and fix it. One way or another, you will hardly be able to continue with the sub-standard septic tank once there is a lender involved.
