Central Heating System Pressure

I have a gas boiler that runs the underfloor, 1st floor, 2nd floor and hot water on four seperate circuits and I'm having a lot of trouble with the second floor heating holding pressure.

The overall system pressure as indicated on the boiler is low but is within guidelines. The top floor rads however, are not getting hot in their top half and when opening the valve to bleed them some air is released but the pressure in the system isn't high enough to bleed them fully. I've tried bleeding them with the boiler on and off but neither makes any difference.

How can I up the pressure to bleed the top floor rads?

And, where is the pressure (i.e water) going to?

Is this a fault or a characteristic of the system that I will have to keep topping it up?
