Carers Allowance Refusal

I've been on Carers Benefit for over 1 year and applied for Carers Allowance in October. Today (which I thought was quick) I got a letter saying "The Chief Medical Advisor having examined the medical evidence has decided that, in his opinion, the person being cared for is not so invalided or disabled as to require full-time care and attention as laid down in the Carers Allowance legislation".
There is no other detail given as to why etc. Is this normal?
It also says I can send in further information about the case but I'm not sure what further I can send in. Obviously the GP filled out the form similiar to when I applied for CB (which was approved) and when I sent in the application for CA I also got a letter from my wifes Consultant (I'm caring for her) and he stated that she needs 24 hour help and he supports the application.
What should I do? Any advice on the process would be appreciated.
 
We got the same letter earlier in the year for our son. We resubmitted the form again but this time we got letters from everywhere - I mean everywhere. Occupational therapist, speach therapist, doctor, school teacher / principal and even one from our local councillior. We left no stone unturned and got approval back in April / May.
As well as submitting the forms and documents again we phoned on a daily basis to see if there was any update, where was the application now, who's desk was it on waiting for approval - but all in courteous and polite way but at the same time letting them know that we were not going to be refused again.

Thanks Paul. Your name says it all - Tired. You get tired of battling the system, well I certainly have.
You say you resubmitted the form again - was this a complete new form or did you just send in the letters you mentioned.
Yours was obviously a new case whereas our situation is going on for 8 years during which I took Carers Leave from work, was given time off etc. But eventually was made redundant as I just simply wasn't able to perform at work, the co were great really and I don't know how they put up with me and my situation for so long. Anyway when ever I applied for Carers Leave and Benefit it was approved no problem, even 14 months ago when I was made redundant. It's now running out so I had to apply for CA and don't understand why it was refused - the same medical conditions apply.
As I said I attached a letter from my wifes Consultant to say she needed 24 hour help with the form if they refuse that what will they accept? Any help appreciated.
 
We re-submitted the same form. We were at our wtis end and tempers were flaring within the home so in a moment of anger, frustration, desperation we complied the pack with the same form but with all the new letters (I remember calling them the "begging letters" because we were effectively begging for handouts - great system we have in this country).
Ours was a new case and this was going to be the straw that broke us. But my other (better) half is so strong and determined. As I said before, she was on the phone everyday, she got names of people she was speaking to, asked the quiestions like "whose desk is my son's life in now??". We didn't know what we were going to do if we got refused again but we didn't.

The wife rang the Carer's Allowance section today for someone who applied for CA in March 2012. They are only dealing with January 2012 applications now, so its a very slow process.
