car trouble, whos problem mine or garage

I bought a car on finance from a garage 1yr 5mnts ago. Since i bought it the automatic choke revs the car so much that it almost drives itself. It costs me a fortune on petrol too. Iv Been back to the shop over it before the years warranty was up and they said they fixed it but its as bad as ever , who's responsible now.

What revs does the car idle at on startup?

Its an 03 daewoo kalos, which i since heard arn,t popular, Its 1.4 and its been reving up since i got it may 07. I kept bringing it back and they put it up on the computer and nothing showed, but eventually they heard it themselves and took it in may of this year, just before the warranty was up. it stopped for about a week, and has been doing it since, i didnt know if to go back to them again , its been 4 months now, i think i left it too long now. And i dont know much about cars but theres no rev clock to tell what rev its at when starting.
