Car Rental. Is it true that Ireland, Iraq and Jamaica charge insurance?

Is it true that Ireland, Iraq and Jamaca are the only countries in the world which charge insurance when hiring a car?
 
You mean is it true that these are the only three countries in which insurance is compulsory when hiring a car? I don't think so.
 
Sorry, I need to explain a little better.

My friend lives in the United States and hires cars all over the world. When he pays using his credit card the credit card company cover his insurance. The car hire company only charge for the basic car hire do not not charge for insurance.

It seems that in Ireland (Iraq and Jamaca) the car hire company inisist on charging (very high) insurance on top of the basic car hire rate.

Dream on. You will not be allowed hire a car in any civilised country unless you have insurance. Btw, I very much doubt if it is possible to rent a car in Iraq, for reasons that should be obvious.
 
Even in the US the insurance provided by credit cards is not enough to cover legal requirements. Credit cards provide coverage for the car for damage due to collision or theft. This does not cover minimum 3rd party insurance requirements. You can decline the additional insuraces in the US but this should only be done in cases where you are certain there is some other policy in place that extends cover to rental cars. Whether it's true that Ireland is one of a few conutries that mandates the purchase of additional insurance to meet minimum requirements irrelevant of the presence of other policies I'm not sure.

Thanks for the comments, I need to check back with my friend as to what the problem is but I think Dearg is fairly close to the mark.

Is this the issue. It would appear that the only credit card company offering to cover the additional cost of the theft and collision damage waiver (CDW) for rental cars is Gold or Platinum MasterCards issued by US banks. I imagine the other US CC companies do not have such arrangements for Ireland whereas they may have them for other countries.

girl on the radio last year hired a car in dublin through a booking in Canada. when the car rental was up she decided to keep it for another period. rental was massively different. so she had to get someone in canada to rent it again. even though she was in dublin at the airport with the car. crazy world.
