Can anyone advise if companies are legally obliged to give a quote - even if it is an outragouse amount? I have been told by a couple of companies both by phone & their online services that they are "unable to quote" for certain types of cars.

and quite right too due to the fact that every accident that has ever happened was caused by a 17-26 year old male provisional driver driving a lhd convertible which has an engine over 3500 cc.

I have a convertible and have never had a problem getting a quote.
