Garages often bring people's car's in for NCT's. As well as cars that have been sitting for sale for periods of time.
Garages will have their own insurance of course.
I am open to correction but I don't think the NCT centres check your insurance.
Mechanics are permitted drive vehicles under the garage's policy. The NCT test manual details all tests carried out, insurance status is not one of them.
