International Paints do a PVC primer. You paint it on, and it 'burns' a grip into the pvc, over which you paint normal hardgloss within a couple of hours before the grip is lost.
I used it on my front door - it was old and discoloured so I was happy enough with the result, even though I could have been more careful and achieved a better finish.
