Can you buy an AH outright?

Hi first time here and was hoping you could help, as the lady in fingal co co couldn't answer my question!

I want to apply for afforadble housing and I meet all the criteria apart from being able to actually get mortgage approval.

There is no way any bank is going to give me a mortgage, but I still have to go through the process of being refused twice. I know the council can give you the mortgage but they have to look at your credit rating as well and i highly doubt they would approve me.

To make a long story short I did a very silly thing and I got a car and 2 loans ( 1 bank & 1 C.U ) out under my name for an ex boyfriend, and although he made the repayments in the beginning he hasn't for the last 3 years. The car has been repossessed and I have ccj's on all 3 of the loans. For the last 18 months I have had no dealings with any of the places that I owe this money to. I've been told ( from friends ) that they have probab;y been written off. I did make some payments against these but could not continue to do so. There were court dates but I just didn't show up.

I know I should of continued to do so but i just didn't have the money and I was embarrassed at having to explain the situation to a room full of people.

Please dont give out to me about not paying them, thats not why I'm here.

My mum has offered to re-mortage her house and give me the money to buy an affordable house outright. And then I would pay her back each month. She has already been given approval for the amount I need and can go ahead and release the funds when ever I need them.

So will the council allow me to buy the house this way?

Since the house deeds will be in my name is there any chance of the 3 loans that I still owe coming back to haunt me? Could they force me to sell the house and give them the money from it?

I have no contact with the ex anymore, so there's no way of getting him to pay these loans and even if i did find him he'd never pay them. The last time i did speak to him he said " what loans?, I didn't take out any loans" and he hung up on me.
 
well I found out that I can buy an affordable house outright, but I must show how I came about this money, and I have to get a solicitors letter showing an agreement between myself and my mum that she is lending me the money and has no claim over the house.

So that solves one problem.

Dont suppose anyone here would know anything about my other questions as i've yet to get an answer for them.
