can this defense be use for speeding ie is it a precedent 42 miles over speed limit

This is an interesting one from the indo today.

187kph is 67kph over the speed limit or put another way 120kph is 74mph and 187kph is 117mph ie 43mph over the limit. A €500.00 fine is peanuts.

But I always thought over 100mph meant automatic ban and has a precedent now been set for future cases.

If driver says " I did not realise etc" is that not another offence ie driving without undue care and attention..
