Can my phone company charge me extra for premium rate calls ?

I use a 1520 number for making international calls, as I make a lot of calls to far-flung countries. When I dial this number, it informs me that the rate of the call is 15c per minute.

However, when I checked my landline bill, I find that TalkTalk are charging me 21c per minute (and billing by minute, as opposed to second). I called TalkTalk and they said they are charging me extra for using their line when I dial the 1520 number. Are they entitled to do this ?
 
I think the service providers have the right to charge what they like and the 15c is based on Eircom's pricing at least thats what it says [broken link removed].

If you use any external dialing service they will say to check with your provider to check any additional costs which may be added. This would suggest that they are fully entitled to do so.
