And neither is it a great way for the newbies to endear themselves to their new neighbours.

That's as valid a statement for sure. Could have been semantics or poor choice of words re how the new neighbour expressed themselves, and we're only hearing one perspective of it. To charge someone for a minor inconvenience and to prove a point or something, to a new neighbour, is not the type of person I'd like to know too well.
