Can I VRT without a V5?

Hope someone here can help me... I have just brought a car down from up north and I need to get it VRT'd before 1st July as otherwise it'll be way more expensive under the new system. Problem is, I do not have the V5, and it could take between 2 & 4 weeks before a new one would get to me. I just have the 'new keeper' slip of the V5 that the seller gave to me. Is there any way I can get it VRT'd this week without the V5, or do you think I could go to the VRO without the V5 and they'd give me some sort of leeway so I'd be able to pay 'pre-July' VRT cost instead of post-1st July VRT cost when I eventually get the V5?
 
yes, cos I got no response there, and felt bad about changing the subject form what the OP asked. Still no thoughts tho.
