PayPal won't charge you to send the money.
Credit card forex charges may apply as normal.
PayPal may charge the recipient for withdrawing the money depending on the amount and their account status (personal or permier/business).
Update: actually looks like there are no charges for withdrawal of US$ to a US bank account and the minimum withdrawal is US$10.
Update 2: looks like PayPal charge a 2.5% forex margin on multiple currency transactions (e.g. sending from an Irish/€ account to a US/US$ account) but I'm not sure if these are instead of or in addition to credit card forex margins which would normally be 1.75% or more...!

No - you can unilaterally send funds to anybody who has an email address.
Yes - but I believe that they will not receive "cleared funds" instantly unless they have a premium account. Have to wait a while i think. Not sure as I have a premium acc, i.e. instant receipt and value for funds, but at a haircut of about 2.5%, quelle surprise!
And if they don't have a premium account? I don't have to send the money so that they can receive it straight away (instantly).
I am happy enough to pay forex and handling commission-what I was concerned about was whether or not you had to be registered as a 'merchant' (premium account maybe?) and what implications (from a cost point of view) this would have for the receiver. Can the receiver get the funds 'free' if they are prepared to wait (for how long?) for the funds to clear?

Thanks-but it is not always possible to make wihdrawls from a cc account it seems, for the USA it is certainly not possible, and this is what I would I would like the recipient to be able to do.
Why? I want to purchase something from a US retailer that is only available online, and to US cardholders. I would prefer to have transfer the funds to the buyers credit card so that they have the funds available to make the purchase on my behalf. I know I could ask them to buy the goods on my behalf and then give them cash, but I would rather not do this if there is a straightforward and relatively inexpensive alternative.

Be careful about what exacty the forex charges. Just got screwed by E*Trade myself wiring ESPP money back from the US. US$1.31 to the €. Sheesh...

I'm currently thinking of selling some ESPP shares and converting from $ to €. Do you sell your shares every six months, and what would you suggest is the best way to transfer to €? (sounds like it's not with E*Trade!)
