Can I paint over foil lined wall?

Hello all,
I stripped back my horrendous bedroom wallpaper with a view to painting but found one of the walls (the window wall) had been lined with a kind of foil paper, which I didn't remove.

a) What is it! I presume its to protect against damp or something

b) Should I leave it there?

c) If I do leave it can I paint directly over it with an adhesive type of paint or do I have to re-paper that section of the wall?

Your suggestions would be grateful.

Oh dear SueEllen... i hope not, that'd be awful.

maybe i will just "make it a feature" by putting tin foil on all the walls eh?!
 
I reckon that because it is the window wall that it was a DIY job to protect against damp. I wouldnt paint over this without checking with a painter or even ask at a local paint supply store. Personally I would just take it down!
 
I woould sugest that it was for damp.
I would paper over it with paper thta you can paint over, then do do.
I wouldn't take it down.
