Can I do an IBAN from my credit card? (if I don't have a Bank Account)

Hi,

I would like to transfer some money using IBAN to Germany. I would like to do this using my credit card. Could I just walk into any AIB/BOI and do this?

I am a PermanentTSB customer, but the money is not in my current account, I transferred it onto my credit card because I thought the purchase was going to be online Visa.

Anyone know if you can walk in off the street to an AIB/BOI and send money from your credit card to a German Bank Account???
