Can foreign citizens vote in Seanad Elections?

Question that has occurred to me.

Do foreign citizens vote in Seanad Elections? The Trinity & NUI constituencies give votes to all graduates. Does this include non-Irish graduates, who may not even live in the country? Does it include Irish graduates who are long term resident overseas?

No, only Irish Citizens. This document explains.
