Can an Irish citizen set up an Irish-based company while living abroad (Outside EU) ?

Welcome any guidance on whether this is possible ?

I've seen other posts wrt setting up in Ireland by an Irish citizen living within the EU, however not sure of the how-to's for Irish living outside the EU ...

An Irish Company can be set up by anybody, living anywhere in the world, but legislation requires at least one director to be a resident within the EEA. If this is not possible, and all directors are resident outside of the EEA, then there are other options open.

The Company can hold a bond or apply for a certificate that the company has a real and continuous link with one or more economic activities that are in carried on in the State.
