Can a foreign national collect dole if they worked previously here?

I have a friend who worked in Ireland some years ago for a couple of years. She left to return to home about 3 years ago but is now interested in coming back and looking for a job. I am just wondering whether she would be entitled to collect dole while looking for a job here?
