Calling Ireland from Qatar - best low-cost way?

My brother has just gone to Qatar for four months. Wants to be able to call our mum (elderly, unwell) fairly often on her landline in Dublin. She's beyond computers, skype etc. so it has to be her landline.

Could anyone recommend a low-cost number/way to do this?

get both ends to sign up to skype then its free and keep the mobile strictly for emergencies only.

Worked out there and the phone bills could be horifying.
