If the apartment is new there should already be cables in place, having been put there by the builder - check you contract, there should be some mention of TV points.
Depending on where you will be living, there may be an embargo on putting up satellite dishes - check with the managment company (if there is one), or the builder may have put that in the contract as well.
If there is an embargo, the builder/management company generally arranges for a cable service provider (such as NTL) to service the entire block and you may have to go with them regardless.
You could try asking neighbours that may already be in place what they have made arrangements for....
