C Card terminal--pin pad privacy shield

Anyone notice how some types of credit card machines in shops have NO privacy shield around the key-pad, leaving the keypad totally exposed when entering the pin.
I made a purchase in PC World and their machine was branded 'Dione' and the keypad was totally open, just like a calculator. I mentioned it to the cashier but what can they do?
Ok I know I can shield it with my other hand but thats not really the point.

Is there a higher authority who would take this consumer issue on board?
