When buying a new upmarket apartment is the expectation that kitchen, beds, furnishings, lights etc. will already be in-situ??

not normally , unless you are buying the show apartment..
 
I would not expect furniture and soft furnishings, usually the
showhouse / apartment is kitted out to showcase the property, does not mean every apt / house will be furnished the same and part of the sale agreement, in some cases when the builder is selling the showhouse these will be included and the contract price will reflect this,

most new property's will have a kitchen and bathroom suites included in sale.
 
This was the case in an apartment I rented in Longford a while ago. Wasn't upmarket at all but all the apartments were still all furnished the same. The furniture was cheap and crap so it would put me off ever buying a furnished apartment.
