Bulgaria Property, Yes, No?

There has been alot of paper print relating to investment property in Bulgaria lately. Is this good PR or a real investment hot spot?
With apartments available for 60-70k it seems like a reasonably low capital investment. Joining the EU in 2007 will surely give it a boost too. Thoughts?
