In the case where the home owner opts out of the certification procedure they must still satisfy building regs.

Is CE certification for steel to support extension roof (flat) a requirement? Enormous difference in price between the provision / installation of CE certified provider and non, despite the non certified provider having decades experience and knowledge in the area.

I would imagine so. Steel, depending on it's size can carry different loads over distances and there's calculations to determine such. The ordinary man or builder may have plenty of knowledge on all of this but they're not qualified to advise and calculate, engineers are.

No, i'm not. However, if it's a load bearing extension and a dwelling, habitable or part thereof i'd be amazed if it wasn't.
 
Yes, you must build in accordance with the prevailing building regs of the day. Failure to do so will render the property difficult to sell. See here for an example of the documentation the Law Society recommend their members obtain on behalf of clients purchasing property. If they are unable to obtain the required docs, they will advise their client not to proceed.
 
Many thanks Leo. I know that the build must be within the building regs and appreciate the link. What I'm trying to find out is whether the steel used needs to be CE certified or not. I'm getting conflicting opinions from the professionals I'm speaking to.

TGD-A lists the EU standards the various elements of structures must comply with, for example EN 1993-1-10:2005/AC that covers Material toughness and through-thickness requirements for steel structures. If you choose to use non-CE certified steel, how do you prove you meet all those requirements?
