As an Apartment block owner what course of action do I have to follow up on issues?

In my particular apartment block scenario, I have a managing agent who has set up a Help Desk for raising issues (funded by residents monies)
I am however not able to log issues with the help desk directly. I have an issue related to leaks in window area (stated by the same managing agent that is covered by the building guarantee) that was logged by the complex manager.

He however according to himself has done this out of the kindness of his heart (as its not part of his job description) He is also not required to follow up on the issue or advise next steps or even approximate length of resolution

On a request for the builders details he will not disclose contacts, only pointing me to their HQ office.

Its enough to make you cry but I want to get it resolved so how do I proceed?
 
Find contact details for the directors of your management company on the CRO website and contact them directly OR suss out the feelings from other owners and see if you can get enough people together to call an EGM with a view to replacing the Management Agent.
 
Who owns the windows? For example in the apartment I am in now the window frames are the responsibility of the management company but the glass is the responsibility of the owner. This situation varies from development to development. Go back to the contracts you signed when you purchased the apartment, if the windows are owned by the management company go back to chasing them to get it fixed. If on the other hand you own the windows and the apartment was purchased from the builder in recent years, chase the builder to fix it. If you have no joy from the builder you may need to pay for the repair or claim from your insurance before further damage and expense is caused.
 
We had water appear suddenly both times when rain was blowing from one direction. Apologises Im not overly technical so not sure what the difference between that and condensation may be?

We own the windows, apartment complex, the rest and I have had confirmation from managing agent that its covered by building guarantee so no queries there.
Unfortunately we are in one of those fabulous blocks where builders still own a percentage so have all rights at AGM which is part of the feeling of helplessness.

Im working on the builders details but guess if we have no luck we will go legal just wanted to see if anyone had any good suggestions for otherwise..
