Buildig on a boundary wall - advice

We are close to building an extension. It is within 40sq metres and meets the criteria for not needing to apply for planning permission. Our intention is to ask next door for permission to build on the boundary wall as the extra 1.5 ft is needed for the internal layout.
We have been advised that we should get next door's consent in writing which we intend to do, however a work colleague told my wife that we should also get planning permission or it could make it difficult to sell the house on in years to come?
Has anyone ever heard of this?
I thought that all you need is the written consent from your neighbour and that is good enough even if your neighbour moves on and you get a new neighbour.
Now I'm not so sure???
Can anybody advise?
 
You probably need to get confirmation in writing from your local planning authority that your proposed extension is exempt, in order to allay prospective buyers' fears if you decide to sell later.

Get neighbours written consent as well.
