build to start soon landscape condition

one of my conditions of planning is to get a landscape plan done before commencement. is this normal in carlow? can i not touch the site until this is in place? how detailed should it be? thanks
 
generally not to detailed.. .pay some landscaper about 300-400 to do it...

a simple A3 site layout with notation should suffice...

I had a landscape plan in with original application. Would this suffice if I showed it again? Is this condition a general one and they ignored the fact that one was supplied at initial planning stage?
