Just moved and I have loads of bubble-wrap from packing. Probably a daft question, but can I use it as insulation for the attic, floor and between tongue and groove walls or would it be a fire hazard? Thanks.

Nothing to stop you doing that but I doubt that it would meet fire regulations either.

As a plastic, it would also prevent moisture passing, leading to possible condensation problems.
