Broadband and being overcharged

I have recently heard that broadband is classified as 30MB download. I am living in rural Ireland and have a fixed line phone and "broadband" package. My line is capable of a max of 4MB. I get at best 2.4MB. So, my question is, as am I being charged for a broadband package given that the provider is not capable of delivering broadband, am I being overcharged?
My mobile coverage is not 4G nor 3G but E.... at best?
 
There is no such definition relating to speed, so you were misinformed. The contracts for broadband have the suppliers well covered in that they off broadband services with speeds up to a specified Mbps. This maximum speed is the theoretical max that can be maintained in ideal conditions.

If your line can only support 4Mbps, then you may be some distance from your local exchange. If any of your neighbours can achieve significantly higher speeds, get your line checked.
