Breaking out a window and door on an existing wall.

I would like to break out a window and door to the side wall of my house. The wall currently has no windows or doors at ground level. My neighbour’s house faces the opposite direction to mine so that the proposed new door and window would face his garden and not the side wall of his house. The boundary is two metres from our house. I intend to discuss this with my neighbour but would like to know whether I am entitled to break out the window and door before I contact him. I have read the DOE leaflet “Doing work around the House-Planning Issues” but it talks of putting windows into extensions and does not mention putting windows or doors into existing house walls.

Thanks for this. I suspected that I might need PP but it seems odd that something that would be allowed under Exemption rules would not be allowed in a smaller project.
