Of course if the apartment goes on fire the smoke damage etc to duplex is covered by policy. Once an insured peril operates there should not be a problem. An insured peril being fire/explosion.
On number 2, your problem here is that cars would be excluded from the buildings section of a policy obviously. So the only possibility would be third party property damage in the property owners/public liability section.
However this is a negligence based section. So the management company would need to be found legally liable for damage to the vehicles. It would hard to see how they could be found negligent in the event of a fire. Also it isn't third party property as the owner is likely a member of the management company and therefore the policy holder.
They have their own motor policy to claim from. They could try pursue the owner under a civil case but it won't be a matter for the insurance policy.
