Yes just ring them up and make an appointment.
However in some parts of the country the appointment may be in 3 years time.
In one council area I am familiar with they have a policy of making appointments with local elected representatives more quickly. Get your local councillor to book the meeting for you. You might be advised to bring an engineer or the like who is experienced in these meetings with you.
The planners talk their own language, and they feel no obligation to explain in laypersons terms. Also they will not tell you unless you ask, so you need someone who knows what to ask.
