Have been there a good few times since 2004 and always stayed in Le Grand Large - great spot with lovely views out to sea or over the town.
Costs €84 per night for a studio, well worth it, you have a kitchenette in the studio where you can bring back grub from the local boulangeries or the market for breakfast and see outside on the balcony taking it easy. Very clean place, spotless in fact, nice bathroom & separate WC. Loads of elderly French seem to stay there so you wont have any no late night sessions in the hotel bar!
Even though it will be November, there should still be a good few restaurants open, offering decent value 3 course meals - quite a few near the church square or try The Players down town near the casino.
Its a bit awkward to get to SJDL, we once did get a direct bus from near the tourist office but it doesnt seem to run nowadays, you need to get a bus from the airport, takes about 45 mins. It is a beautiful town, lots of narrow streets with places to eat and drink, will be quiet enough now.
You can get the No. 14 bus into Biarritz town centre (approx. 15 mins journey), costs €1 or a taxi costs approx. €12-15.
