I stayed in one called the Florida around 2 years ago, right in the centre of Biarratz - it was fine and they also do small apartments which we stayed in, also it is not to expensive and very central.
I stayed in the Tulip Inn about 2 years ago - it was grand - Clean and reasonable when I went. But nothing special - but if you're looking for cheap and cheerful.
I would point out that Birritz is quite small, I'd time to kill and enjoy walking around residential areas - I walked out as far as the airport. It was about a 5 min walk from the centre.
I generally go to a town an hours drive from biarritz and the weather in the last couple of summers has been a bit unpredictable, having said that if you don't mind a bit of rain now and then I would say yes. Biarritz is a lovely place with great beaches and brilliant for surfing.
